President Trump Moves to Investigate China for Discriminatory Policies against U.S. Intellectual Property

Ryan Hite

Washington, D.C.: This week, President Donald Trump signed a Presidential Memorandum instructing the United States Trade Representative to examine whether China should be investigated for "unreasonable or discriminatory policies" against American intellectual property owners.

This year, the Commission on the Theft of American Intellectual Property (IP Commission Report) updated a 2013 report to show that Chinese government policies lead directly to the theft and abuse of United States intellectual property.  China has too often gained unauthorized  access to U.S. business networks, even, at times, stealing commercial information.

"China plays by only one set of rules - whatever profits them," said Ed Martin, president of Eagle Forum Education & Legal Defense Fund. "Time and again China has directly harmed American workers and our economy, through the theft of American business and intellectual property.  President Trump campaigned against this gross violation of fair trade, and we are happy to see him following through on yet another campaign promise."

The 2017 updated IP Commission Report estimates that these Chinese infringements cost the United States as much as $600 billion annually. The updated Report also indicates that China is responsible for an estimated 50 to 80 percent of all the IP theft costs to the American Economy.  View the full statement from the White House here
